Samuel has served as Daniels' assistant general counsel since 2005, specializing in state personnel matters. She has also served as the policy director for the State Personnel Department, the State Library, the Commission on Public Records, the Commission for Women, and the Office of the Public Access Counselor.
Before joining the governor's office, Samuel served as general counsel for Todd Rokita, who was Secretary of State at the time, and as a deputy attorney general for Steve Carter, during his time as attorney general.
Samuel holds a Juris Doctor from Indiana University School of Law and a Bachelor's Degree in Political Science from the University of Indianapolis.
She is an alumnus of the Richard G. Lugar Excellence in Public Service Series, which consists of Republican women from Indiana who have demonstrated exceptional leadership skills in either the workplace or through community service and who have shown a steadfast commitment to promoting the participation of women in politics and government. Every year, as many as 20 women are selected to participate in the program through a competitive selection process.
She was also a participant in the Indiana Leadership Forum, a non-profit education program that provides the next generation of leaders with the skills necessary to be effective.
Samuel is a member of the University of Indianapolis Alumni Association Board of Directors and the Indiana State Bar Association.
