There are three branches of the federal government – judicial, executive and legislative. Of the executive branch, there are fifteen cabinet departments with over 60 independent agencies. These agencies and departments operate from all over the world. While the Washington D.C., Virginia, and Maryland metropolitan areas have the largest amount of federal workers, there are employees all over that receive their pay on the same scale.

The government uses a pay scale with various pay grades, affected by localities. All U.S. General Schedule (GS) government employees receive more than the base rate pay with an adjustment based on the location of the employee. The GS has 10 pay steps classifying its white-collar workers. There are 36 areas for the locality adjustments.

In 2016, there was a 1 percent GS increase. Looking at the chart, a GS-1 Step 1 is $18,343. A Step 10 increases this to $22,941. This rate will then receive an adjustment according to the locality of the employee.

For hourly employees, a GS-1 Step 1 base starts at $8.79 per hour with overtime starting at $13.19. This increased to $10.99 for a base rate and $16.49 for overtime at a Step 10 level.
